FAA general welcomes US Embassy aid

Luanda - The deputy chief of Staff of the Angola Armed Forces (FAA) for Patriotic Education, gen. Egídio de Sousa Santos, Tuesday in Luanda welcomed the assistance extended by the US Embassy to Angola, in providing funds for the rehabilitation of the Medical Centre of the Grafanil barrack.

The FAA officer was speaking at the ceremony of inauguration of the said centre, saying the facility is now in a position to provide useful services to patients.

"To the Grafanil Military Field, particularly the military health specialists, I would like to express the wish that this structure becomes one more decisive factor in the continued improvement of the living condition of the military staff in this barrack,” stressed the officer.

He stressed that FAA will continue paying attention to the creation of medical centres in other military regions of the country, so that the armed forces can have healthier soldiers capable of fulfilling with high promptness all missions assigned to them.

"In assuming this course with determination, we will be contributing positively to the combat of famine and poverty that also require the implementation of health programmes within the Angola Armed Forces and in the society in general,” he added.

The medical centre inaugurated on Tuesday includes x-ray, sterilisation, dentist , pharmacy, laboratory, treatment, first-aid and other services.

Health sector to have 40 million drugs per year

Luanda – Forty million drugs will be made available every year in Angola at prices competing with imported ones, with a view to reducing the demand in the local market, Angop learned Tuesday in Luanda.

This was announced by the Health Minister, José Van-Dúnem, at the end of a visit to the premises of the medicine plant, Nova Angomédica.

He explained that although the product currently poses a burden to the country, it is encouraging the number of drugs made available, as they will lessen imports.

“We see Angomédica already manufacturing medicines. We have started with a process to reduce the dependence from abroad, with all gains resulting from the national production, creation of jobs and market sustainability, covering all groups of users,” said the minister.

The range of drugs at Nova Angomedica includes anti-anaemic, analgesic, anti-malaria, anti-inflammatory, tuberculostatic and anti-allergic drugs, serums and tablets, oral liquids and ointments.

The minister explained that the Angolan State spends more than Usd 60 million a year in the purchase of medicines.

As he explained, the strategy of the sector will be supplying basic drug kits, stressing the quality management system implemented to ensure high standards in terms of fulfillment of good manufacturing practices.

During the visit, the minister laid the foundation stone for the construction of Serum Production Unit.

Currently, Nova Angomedica operates with a team of 98 workers.

The system comprises a plan in Luanda and another in central Benguela province, equipped with quality control laboratories that ensure efficiency and safety, with tests conducted from the start of production to the final product.

MPs praise INE performance

Luanda – MPs with the National Assembly’s 4th Commission Tuesday in Luanda praised the performance of the National Statistics Institute (INE) in its test ahead of the General Population and Housing Census set for May 2014.

Speaking to journalists at the end of the visit paid to the INE, the commission head, Reis Júnior, said the census officers conducted a positive work that served to test the whole organisational structure of the process.

Reis Junior said the census and demographic census will enable the Angolan State to gather information that include the number of inhabitants, the number of men and women, children and elderly persons, where they live, their professions and other items that will be used to improve the development and wellbeing of the Angolan people.

He stressed that the people’s census that will take place in 2014 will involve the gathering of demographic, economic and social data on the inhabitants of the national territory.

The MPs’ visit was guided by the INE director, Camilo Ceita, who briefed the visitors on the functioning of the Census Central Office (GCC) and other departments and screened a video on the preparation of the 2014 General and Population Census.

The Pilot Census was held in the provinces of Namibe, Kuando Kubango, Huambo, Cunene, Luanda, Kwanza Norte and Uíge in May this year, and was a test ahead of the General Population and Housing Census.

Head of State, Rwandan minister discuss situation in Great Lakes

Luanda – The Angolan head of State, José Eduardo dos Santos, Tuesday in Luanda discussed with the visiting Rwandan Foreign minister, Louise Mushikiwabo, the situation prevailing in the Great Lakes region, Angop learned.

Speaking to journalists at the end of the audience, Louise Mashikieabo confirmed that the meeting touched on the Greate Lakes situation as a matter that concerns the stability in the central and southern regions of the continent.

As to the Great Lakes, she mentioned the various continental initiatives to take peace to the Democratic Republic o f Congo (DRC), including that held within the framework of the Great Lakes Region Conference.

She said those initiatives failed and now the two countries (Angola and Rwanda) are analysing how they can help in the framework of the cooperation accord for peace and stability in the DRC, signed in Addis Ababa (Ethiopia), in February this year.

Flanked by the Angolan Foreign minister, Georges Rebelo Chikoti, the Rwandan official reaffirmed her country’s commitment to continue helping the DRC in the search of peace.

She said she believes that stability and development could only be attained in the continent in an environment of peace.

Another matter looked into during the audience, according to the source, has to do with the visit the Rwandan president, Paul Kagame, will pay to Angola within a few weeks.

Louise Mushikiwabo said the date for the visit will be set through diplomatic channels, adding a permanent dialogue with minister Chikoti has been in place for the purpose.

She stated that president Paul Kagame will be very pleased to visit Angola very soon.

The Rwandan Foreign minister is on a two-day visit to Angola, having so far met with her local counterpart, with whom she discussed on Monday matter concerning cooperation between the two countries.

Tundavala stadium to gain tartan track

Quilengues (Huíla) – The Tundavala stadium, near Lubango city, in southern Huila province, will gain an athletics tartan track this year,
Angop learned Tuesday here.

The information was released by the provincial director of the Ministry of Youth and Sports, Francisco Barros.

Speaking to Angop as part of the programme of exploration of Huila sports infrastructures, the official who would not disclose the date for the construction of the track, said he has received the green light from the minister of Youth and Sports, Gonçalves Muandumba for the purpose .

Francisco Barros explained that a team of experts from the Youth Ministry will visit Lubango soon for an assessment of the stadium.

“With the construction of the tartan track at Tundavala stadium, athletics will gain more expansion, as conditions will have been created for the athletes to train and have contests on adequate ground, contrary to what has been done on roads,” said the official.

The Tundavala stadium with a capacity for 21,000 spectators was built ahead of the African Cup of Nations (CAN2010) in Lubango that was the home to group D of the competition.

Over 100,000 agents for Population Census

Luanda – The National Institute of Statistics (INE) expects to mobilise more than 100,000 agents, among supervisors, guides, trainers
and census officers, for the General Population and Housing Census set to take place in 2014.

The information was released Tuesday in Luanda by the INE director, Camilo Ceita.

The official was speaking at the end of a visit paid by MPs of the 4th Commission of the National Assembly (AN), intended to learn of the result of the Pilot Census conducted recently in the country.

As to the budget, Camilo Ceita said the Pilot Census carried out might give an idea of costs with the payment of the agents.

He estimated the amount at more than Usd 90 million, taking into account the high number of agents that will be involved in the nationwide operation.

Camilo Ceita also informed that after the General Census of 2014, the figures about the population will be made public within 12 months time, that is in the second semester of 2015.

The source further stated that the agents will be responsible for choosing the information, through the fill-in of the questionnaire based on the presential interview system around the national territory.

The Pilot Census was conducted in May this year in the provinces of Namibe, Kuando Kubango, Huambo, Cunene, Luanda, Kwanza Norte and Uíge, and was a test ahead of the General Population and Housing Census set to take place in May 2014.

Over Akz 500 million invested in repair of pavements

Huambo – At least Akz 565 million (Usd 5.6 million) are being invested by the Government of central Huambo province in the repair of eight kilometers of
pavements and 54 gardens, under the programme designed to expand leisure sites and promote the capital city as “Angola’s ecological city”.

The information was released on Tuesday by the vice governor for economic affairs, Francisco Fato, after the ceremony of award of the
contracts.

On the occasion, Francisco Fato called for strictness and responsibility on the part of the contractors in ensuring more durability of the infrastructures.

The official also called for a firm engagement , strong and coordinated participation in order for the works to be delivered in time.

“I hope that within agreed time the city residents will have the opportunity to see a Huambo in a better shape than the current one,” he said.

Receiving the facelift are the Independence, Governador Serra Van-Dúnem, República, Norton de Matos avenues and Arcebispado squares.

Other infrastructures being rehabilitated under the 2013 Public Investment Programme are the gardens in such sites as Ambiente, Banco Nacional de Angola, Independência avenue and ex-Evistang square.

FAA military health centre re-inaugurated in Luanda

Luanda - A health centre designed for manpower of the Angolan Armed Forces (FAA) and civil population was re-inaugurated on Tuesday, at Grafanil military field in Luanda province, Angop has learnt.

The act was chaired by the deputy chief staff of FAA for patriotic education, General Egídio de Sousa e Santos.

The centre comprises the areas of radiology, sterilisation, chemistry, a laboratory, treatment and urgency wards and a refectory, among others.

The rehabilitation of the infrastructure worths USD 300.000 (one dollar is estimated at AKZ 100) granted by the American embassy.

On the occasion, General Egídio de Sousa Santos said the rehabilitation of this infrastructure is part of the development of the military health network.

Angola attends international conference on diaspora

Geneve - An Angolan team is participating in the first international conference on diaspora on Tuesday in Geneve, Switzerland, under the international dialogue on migrations, the main forum of the Organisation of International Migration (OIM), Angop has learnt.

The Angolan team in the event is being led by the Angolan Ambassador to UN, Apolinário Correia.

The conference is debating the growing recognition among the 149 member states of the social and economic attribution and the power of diaspora for the development of their country of origin.

Participants will assess the policies of the diaspora materialised by the governments, programmes and initiatives to identify and share the best and innovating practices, as well as recommend the Organisation of International Migration, meant to better increase its
capacity of answering effectively the governments and communities in diaspora.

Over the last years, the economic and social interest resulted in the nomination of more than 30 ministers and state secretaries responsible for diasporas.

Over 50 government organs have been created meant to promote diaspora as actors of development.

Interior Ministry gains new infrastructures

Huambo – Four new infrastructures for the Ministry of Interior (MININT), built and rehabilitated in central Huambo province, will be
inaugurated Wednesday by the incumbent minister, Ângelo de Barros Veiga Tavares.

This is part of the celebrations of the 34th anniversary of MININT, on June 22.

While in the province, minister Tavares will also inaugurate the new prison for 820 inmates, in replacement of the actual penitentiary which has a capacity for 120 prisoners and which is overcrowded.

Ângelo de Barros Veiga Tavares is also inaugurating the National Police health centre, the provincial department of the Traffic Police and the building of the Foreigner and Migration Service (SME).

Speaking to Angop on arrival in Huambo, the minister said the infrastructures will provide better working conditions to the workers and better accommodation to the prison inmates.

Meanwhile, the minister drove to central Kwanza Sul province where he is inaugurating the penitentiary for youths aged between 16 and 21 years in the locality of Wako Kungo, municipality of Cela.

The minister is expected back in Huambo on Tuesday, before travelling back to Luanda.

UNAP team visits Kwanza Norte

Luanda – A delegation of National Association of Plastic Artists (UNAP), led by its secretary general António Tomás Ana "Etona", is visiting the northern Kwanza Norte province as from Tuesday, in order to analyse artistic and plastic activity in that region.

In this three-day visit, the delegation will meet with creators of fine arts, local entities and organs so as to disclose the UNAP ideas on the progress of arts in Angola.

Kwanza Norte tem has many craftsmen and UNAP team will surely assess artists and classify them as plastic artists so that they may receive soon the badge of UNAP membership.

Angola invited to host African seven wonders contest

Luanda - The Vice-president of Angola, Manuel Vicente, on Tuesday here received in an audience the chairman of the 7 wonders Foundation, Bernardo Webers, who invited the country to host the contest to elect the African seven wonders.

The Angolan told the press that the initiative aims at identifying the best African natural patrimony, and each country will hold its national gala for their participation in the final stage of the event.

Regarding Angola, the Vice-president said that the promotion will officially be launched on 19 June 19 in Luanda and comprises the survey of the existing patrimony by experts of the foundation in collaboration with the provincial governments.

A list of 27 points will be launched so that all the provinces have at least one nomination for the choice of the seven wonders of Angola.

Angola gains first prison centre for youth

Army methodological meeting studies state budget drafting

INAC records 30 cases of paternity denial monthly in Luanda

Luanda – The National Children Institute (INAC) has been recording monthly an average of 30 cases of paternity denial and non assistance.

This was said to Angop on Tuesday in Luanda by the provincial director of INAC, Ana Silva.

According to her, 50 per cent of the cases recorded in Luanda are related to paternity denial and lack of payment of alimony.

Home Affairs minister visits Huambo and Kwanza Sul provinces

Huambo - The minister of Home Affairs, Ângelo de Barros Veiga Tavares, is in the city of Huambo, where for two days he is to carry out activities that will be extended to the Cela Municipality, in the neighbouring province of Kwanza Sul.

After his arrival, the government official received courtesy greetings from the vice governor of the central Huambo Province for social and political matters, Guilherme Tuluca, with whom he met in the protocol lounge of Albano Machado Airport.

Plastic artist to hold exhibition on rink hockey world cup

Lubango – The plastic artist Pedro Tchivinda will hold in August in the provinces of Huíla and Namibe an exhibition of paintings on rink hockey, under the world cup that the country will host on 20-28 September 2013.

This was said to Angop on Tuesday in Lubango city by the artist himself.

The artist did not disclose the number of paintings to be exhibited in the event, but he is working hard in order to have the works ready by July

Pedro Tchivinda said that the paintings will mostly portray aspects related to rink hockey, figures of former players and some infrastructures for practising the sort that are being built in the provinces of Luanda and Namibe.

Pedro Tchivinda, besides being a plastic artist, also played rink hockey in 1979 and 1980 for Dínamos da Huíla and Desportivo da Chela.

Parliament satisfied with construction of provincial branch

Huambo - The quality of the future office of the National Assembly (Parliament) in the central Huambo Provincial was highlighted Monday in the city of Huambo, by the chairman of the institution’s administrative council, Ramos da Cruz.

Angola at 37th session of World Heritage Committee

Luanda - The secretary of State for Culture, Cornélio Caley, is attending the 37th Session of t he World Heritage Committee taking place from June 16-27 in Cambodia.

The information is contained in a press release from the Ministry of Culture (Mincult) that reached Angop on Tuesday.

According to the source, the Angolan delegation includes the governor of northern Zaire province, João Joanes André, the coordinator of the “M’banza Kongo - City to unearth to Preserve” project, Sónia Domingos and the coordinator of the “Tchintundu-Hulu - the writing of the Ancestors from the Desert” project, Maria Piedade de Jesus.

The delegation includes the Zaire province director of Culture, Biluka Nsakala Nsenga.

Foreign masters confirm participation in U�ge chess tournament

Luanda - At least five foreign masters confirmed their partipation in the international chess tournament dubbed “Uíge city cup", announces a source from the organisers.

According to the source, it is confirmed the presence of the M.I. Luis Galego (Portugal), Cicero Braga (Brazil), Robert Gwaze (Zimbabwe), Jere Daniel (Zambia) and Daniel Caludery (South Africa).

The tournament will also count on the participation of five Angolan chess players, namely M.I. Adérito Pedro, M.I. Erikson Soares, M.I Amorim Agnêlo and experts Luciano Oliveira and Sérgio Rodrigues.

The winner will be awarded AKZ (300.000.00), while the first and second runners-up will receive AKZ 200.000.00 and 150.000.00, respectively.

Spanish ambassador works in Benguela

Lobito - The ambassador of the Kingdom of Spain to Angola, Júlia Holbo, is since Monday working in the central Benguela Province, where the Spanish navy ship “Bam Rayo” moored on Monday and it will remain in this region until Wednesday, as part of what is considered "Plan of Defence Diplomacy".

According to the commander of the ship, Rafael Hernandez Rodriguez, docked in Lobito Port coming from Walvis Bay (Namibia), with a group of 12 officers, 18 sub-officers and 53 soldiers and sailors that will carry out various activities of knowledge interchange with Angolan specialists.

At the press conference, ambassador Júlia Holbo, said that it is the second time the Spanish warship moors at the Angolan coast. In December, another ship with the same characteristics, dubbed “Bam Relâmpago”, docked in Luanda.

The ambassador stressed that the interests of Angola and Spain aim at reinforcing political, economic, cultural and cooperation ties between both countries.

On Tuesday, second day of activities in the city of Lobito, the Spanish soldiers will also visit some Spanish companies in the fishing sector and organize a conference on maritime security, fight against piracy, aimed for officers of the Angolan Navy.

Some residents of Catumbela Municipality, selected in advance, as well as some Spanish citizens residing in this municipality, will be allowed to visit the interior of the ship.

MP happy with construction works National Assembly nucleus

Ndalatando - The role played by the social communication in the preventing and fighting crim in the northern Kwanza Norte province was highlighted on Monday in Ndalatando city by the manpower of the Ministry of Interior in the region.

The manpower of the Ministry of Interior said so at the end of a guided paid to the public media organs in Kwanza Norte, aimed at checking their functioning and reinforcing working relations, in which they considered positive the work carried out by the media sector for the prevention and combating crime, road accidents and natural calamities.

Gaspar José considers the media organs to be strategic partners in the policies context of preventing and combating crime that the Ministry of Interior, through the related organs, has been carrying out, as well as in reporting illegal activities.

He said that the media organs, through information they provide to the public, contribute positively to the increase in legal culture of citizens and increase the contribution of the population in the maintenance of public order.

During the visit, the staff of the MININT was briefed on the processes of collection, processing and dissemination of news, as well as the ongoing efforts to improve the provision of public service to inform.

Luanda – The Angolan coach Miller Gomes will manage Recreativo do Libolo in the second round of the first division national football championship (Girabola), in substitution of the Portuguese Henrique Calisto, according to the website of the Libolo Club.

The new coach of Libolo has pledged to do a good job and give the best of himself, taking into account the objectives to achieve in the competition that is being disputed nationwide and in the African continent.

Miller Gomes started the season by coaching Petro de Luanda, club with which he ended contract allegedly due to poor results.

Recreativo do Libolo occupy the ninth position at Girabola2013 with 15 points and are also competing in the African Champions League.

Endiama celebrates 100 years since first diamonds discovery

Luanda – The state-owned National Diamonds Company (ENDIAMA) will organise on 20-21 June, in Luanda, an international conference to mark 100 years since the discovery of the first diamonds in Angola.

The event has the objective to present to participants the national diamonds potentials, attract investments, reflect on the past and present, as well as put the coming future into perspective.

For two days, the event will discuss issues related to the diamonds industry and jewellery, prospecting, research, production, trade, polishing and the international market prices of diamonds.

Divided in three sessions, the conference will have as main speakers the South African minister of Mineral Resources, Susan Shabangu, the Mining ministers of Zimbabwe and D.R Congo, respectively Obert Moses M'pofu and Martin Kabwelulu Labilo, and the chairman of the Kimberley process, Welile Nhlapo.

ANGOP has learnt that there will be also interventions from the chairpersons of the World Diamonds Council, Industrial Association of Diamonds, Shanghai Stock Exchange, Dubai Stock Exchange, and Diamonds Bank of Antwerp, respectively Eli Izhakoff, Maxim Shkadov , Qiang Lin, Peter Meeus e Pierre De Bosscher.

During the meeting, the Angolan ministers of Economy and Geology and Mining, Abrahão Gourgel and Francisco Queiróz respectively, as well as the governors of the north-eastern Lunda Norte Province, Ernesto Muangala, and the eastern Lunda Sul Province, Cândida Narciso, who are to present their communications on the minerals potential of their respective regions.

The event is to be attended by 700 national participants linked to various sub-sectors of the diamonds area and other minerals, as well as 100 international personalities.

Meanwhile, on June 20 there will be the signing of an agreement between Endiama and the Russian Alrosa company. The agreement will enable the implementation of a research work that will help to find out with accuracy which kimberlites gave origin to the Angolan diamonds.

In Angola, the diamonds production in 2012 reached eight million carats which enabled to yield a revenue of about 10 billion Kwanzas. Last year, the country was also the world’s fourth greatest producer of diamonds and second in Africa, after Botswana.

WHO Africa director defends support for health

Brazzaville – The Africa director of the World Health Organisation (WHO-Africa), Luis Gomes Sambo, said in Brazzaville (Republico f Congo) there is need for a world harmonisation of perspectives and means to maximise the action in favour of the health of the populations in African communities.

The WHO official was addressing a meeting with the special advisor to UN secretary general Ban Ki-Moon for Innovative Financing for Development of programmes of combat of Hiv/Aids, Tuberculosis nd Malaria (UNITAID), Philippe Douste-Blazy.

Luís Gomes Sambo added that Africa is not getting enough resources to play its part in the light of its contribution to multi-faceted development.

According to documentation of the WHO press Office that reached Angoop, the organisation regional director praised the innovative financng raised by UNITAID, which helped fight transmitted and chronic diseases, other endemics and maternal-infant mortality.

To the officia, in ensuring the access to drugs aganst Hiv/Aids, tuberculosis and malaria at low cost, UNITAID brought improvements to living in Africa.

After admitting the consequences of the financial crisis that affected the world, Luís Sambo said there is the possibility that innovative financing are place at the disposal of health at world level, with a view to lessening the suffering and facilitating the health of the populations, especially the most vulnerable ones.

Regarding UNITAID participation in the initiative to harmonise health in the continent, the regional director invited it to join the coordination of the UN agencies and other involved in bilateral cooperation, inlcuding other international financial institutions.

In his view, such action is intended to maximise the results, by aligning health policies designed by governments, thus enabling country to achieve the same objectives with the level of financial contribution given for all African states to engage in the effort to reach universal health coverage.

He urged increased funding for health and at the same time, the improvement in terms of management of resources available for the development of the sector.

The official defended the support of the authorities for policies that initiate reduced rates in favour of health.

In his turn, Philippe Douste-Blazy said the addition of one Euro to each airline ticket bought in France and fourteen other countries allowed to raise in five years, more than Usd 2.5 billion, which has allowed to care for eight of every ten children with AIDS, more than three million people suffering from malaria and 1.5 million others affected by tuberculosis, in particular children.

After maintaining that such results prove that innovative financing can help achieve the Millennium Development Goals (MDGs) related to health, the official appealed to heads of state and government to establish a small fee on financial transactions in order to allocate between 10 to 40 percent of revenues to developing countries.

Stressed that the WHO needs funding and it is necessary that the WHO / UNITAID Africa work together to maximise the effectiveness of their work, since the latter can annually get from Usd 350 to Usd 400 million.

Because of this, he said, there was the possibility to multiply this figure, between three to 10 times, should there be minimum rates on financial transactions, providing each country to bear the burden of future health.

While warning that the MDGs related to this sector will not be achieved in 2015, Philippe Duste-Blazy is of the opinion that with 0,1 percent of tax on financial transactions can help fund health budgets, which allow each citizens to have access to public healthcare.

This issue has been in the last week-end, in the center of the meeting that brought together the regional director of WHO Africa, based at the HQ in Brazzaville, the Angolan Luís Gomes Sambo, and chairman of UNITAID board and former French minister of Health, Philippe Douste-Blazy.

During the meeting, the two institutions agreed to cooperate in raising more funds needed to fight against endemic diseases.

UNITAID was proclaimed in September 2006 by the UN General Assembly.

Bento Bembe hails importance of human rights culture

Ndalatando - The Secretary of State for Human Rights, António Bento Bembe, highlighted on Monday in Ndalatando city, northern Kwanza Norte province, the importance of the citizens’ education of human rights for the respect of the human being’s dignity.

Bento Bembe said so in a meeting with the members of the provincial committee of Kwanza Norte for human rights.

He said that there is a crisis of values that affect the society that make an attempt on human dignity’s principles.

However, the official defended that the solution is to educate the citizens on a culture of human rights.

According to him, human rights has a straight relation with all domains of the man’s political, economic and social life in which the Ministry of Justice and Human Rights has a project that aims to contribute to change the society through the training of conscious citizens, who comply the other people’s rights and with the capacities to demand the compliance with their rights.

The meeting was attended by the vice-governor of Kwanza Norte province for political and social matters, José Alberto Quipungo and it is part of visit paid by Bento Bembe to the region since Monday, aimed to check the sector.
