President Dos Santos sets up commission for housing programme

Luanda - The Head of State, José Eduardo dos Santos, in using the powers granted to him by the Constitutional Law, created this Saturday the commission for the implementation of the National Urbanisation and Housing Programme.


According to a communiqué from the services of assistance to the Head of State, the commission is in charge of implementing the policy and strategy adopted by the government from 2009 to 2012, and therefore continuing with the creation of essential infrastructures for everyone's wellbeing.


It is also in charge of co-ordinating the implementation of the National Urbanisation and Housing Programme, conciliating and following up the work of institutions and other structures involved in its implementation, promoting and supervising the functioning of its financial system and listening from the population and associations based on the law.


This commission shall submit for approval by the government the plots established and establish as land reserves of the State, in the cities and district headquarters of the provinces, among others.


Co-ordinated by the Prime Minister, having as assistant co-ordinators the minister of Urbanisation and Housing and the director of the National Reconstruction Office, the commission shall also be comprised by the ministers of Public Works, Finance, Territory Administration, Home Affairs, Trade Industry, Transports, Environment, Social Communication, Energy and also the secretary of the Cabinet Council, among other prominent government officials.


The secretaries of State for Waters and for Rural Development and the Economic Advisers of the Head of State and of the Prime Minister also part of the commission, which is assisted by two technical teams, one co-ordinated by the minister of Urbanisation and Housing and another by the minister of Finance.


The provincial commissions for the implementation of the National Urbanisation and Housing Programme are being co-ordinated by their respective governors, including deputy governors and representatives of the abovementioned ministries.


The national commission should present to the Head of the Government a plan of implementing the National Urbanisation and Housing Programme and its respective budget, and its co-ordinator should present, on a monthly basis, an updated report on the state of implementation and development of the whole activities.
