Luanda – President Jose Eduardo dos Santos has convened for friday the first meeting of the new cabinet sworn in today, to discuss its functioning and organization.
Addressing the swearing ceremony, the angolan head of state informed that the friday meeting will debate the bill on the administrative probity, the presidential legislative decree approving the instructions for the execution of the 2010 state budget.
The council of ministers will also appreciate the contract between the angolan
government and "Ernst & Young" on the assistance in the reorganization and finance management, including the central bank and the credit and savings bank, through which the government pays the expenses of the state budget.
President dos Santos considered the approval of the law on admistrative probity, the reorganization of the state finance and improvement of its management, the revision of the law of the audit office as the first actions to be taken under the strategy for the moralization of the public administration.
He said the law will set up the grounds and the legal regime related to the administrative morality and for the respect of the heritage, incorpirating into one legal document all the scattered legislation on the subject.
The president believes that the implementation of the law will deter public bodies and civil servants eager to make treasury a source of their illegal moneymaking.
The head of state stressed the need to establish a cutoff date, mark a new starting point and start new working methods, another discipline, new awareness and a profile of civil servant more appropriate to the tasks and duty they are confined to.
