Arts Faculty runs lecture on Constitution drafts

Luanda – The Faculty of Arts and Social Science of the Agostinho Neto University is running, Wednesday in Luanda, a lecture on Angola’s Constitution drafts, aimed at promoting a public debate between lecturers and students of the institution.

 

The presentation of the draft was done by lecturer, Sérgio Luther Rescova, that stated that there are three Constitution drafts that are “A” (Presidential system), “B” (Semi-presidential) and “C” (Presidential-parliamentary). The first two resulted from contributions from the opposition, whereas the “C” is basically defended by the ruling MPLA party.


With 368 articles, the Presidential draft is a governmental project under which the president exercises executive power.The Semi Presidential, comprising 196 articles defends the prime minister as the head of the government and sets the principles of a unitary and laic State, proposing as na alternative, a federative Republic.


The Presidential Parliament draft, with 221 articles, establishes the principles of a laic State, and set separation of powers, conferring on the president the leadership of the Government.
