Luanda – The Constitution draft “B” is about a semi-presidential system with a parliamentary tendency in which the prime minister is the head of the Government.
The presentation of the draft was made by the head of the constitutional commission, Bornito de Sousa, during a ceremony organised last Wednesday in Luanda, for the purpose.
During his speech, Bornito de Sousa said that the “B” draft totalling 196 articles provides for four organs of sovereignty, namely the President of the Republic, the National Assembly, the Government and the Courts.
According to him who was mentioning the semi-presidential system draft, the President of the Republic is the Head of State and Commander in Chief of the Angolan Armed Forces.
“The President of the Republic will be elected for a five-year term, being re-elected only once through a two-round majority system, having the power to dissolve the National Assembly”, he said.
The MP said that the President of the Republic has the power to appoint and dismiss the prime minister, in line with the results of the election.
According to him, the President of Republic may chair the Cabinet Council, only if he is invited by the prime minister.
The Constitution draft also provides for the prime minister to be the head of the Government
comprising ministers, secretaries of State and deputy ministers, all responding to the
Government’s programme.
The MP said that the Government politically responds to the national Assembly which may be
dissolved through a no-confidence motion.
